In order to arrive at a detailed understanding of what the Confession Letter actually says, we will now go sentence by sentence and statement by statement:
SHE WAS YOUNG AND BEAUTIFUL. BUT NOW SHE IS BATTERED AND DEAD
The author anecdotally describes that the previous condition of a living, young and beautiful female has been changed to battered and dead through a violent attack, permanently destroying her life, youth and beauty.

The first part of the sentence leaves two possible interpretations. Here it remains unclear if “not the first” means not the first female in particular, or not the first female in general. If indeed this would be the author’s particular statement, the confession would go beyond the murder of Cheri Jo Bates; it would be the author’s confession that he killed at least one other young and beautiful female before.
Similar goes for the second part of the sentence that can be understood either as general statement that same may happen in the future or as a specific intention and announcement to kill more young and beautiful females in the future.
I LAY AWAKE NIGHTS THINKING ABOUT MY NEXT VICTIM.
While it remains unclear if the killer killed before, the author clearly confirms his firm intention to kill again. He admits having intensive fantasies about his next crime before committing it. His killing fantasy is so strong that it keeps him awake at nights.
MAYBE SHE WILL BE THE BEAUTIFUL BLOND THAT BABYSITS NEAR THE LITTLE STORE AND WALKS DOWN THE DARK ALLEY EACH EVENING ABOUT SEVEN. OR MAYBE SHE WILL BE THE SHAPELY BROWNETT THAT SAID NO WHEN I ASKED HER FOR A DATE IN HIGH SCHOOL. BUT MAYBE IT WILL NOT BE EITHER.
The author confirms that he picks or intends to pick female victims that he has been seeing before in his sphere and surrounding, though possibly not knowing their name in some or every case. In any case, the killer admits or intends targeted action. Furthermore, the killer reconfirms that he targets beautiful females. Apparently, he has no victim hair color preference.
The killer doesn’t say it expressively, but quite obviously he enjoys being in a powerful, god-like, position where he decides over life and death of others. He wants to judge and punish, wants to take revenge for rejection from individual beautiful women in particular, or beautiful women in general as a substitute for others that rejected him prior.
Apparently, the killer targets white females relevant to his normal age range and peer group, i.e. what he says does not suggest that he would be a pedophile or that he targeted older women. Attractive females of the killers normal age range, i.e. those that would qualify by age to be a (sexual) partner in proportion to the killer’s own age, appear to be the killer’s primary target. Consequently, this would put the killer in the same or similar age range of his actual or intended victims, with a margin of possibly plus 5 and minus 10 years.
We believe that due to the young age of Cheri Jo Bates, the killer is unlikely to be significantly younger than his victim and he is unlikely to be older than 7-10 years from the age of his victim. From what it sounds, the killer had completed high school already, and the age of the killer is likely to be older than 18 and younger than 30 years at the time of the crime, most probably in the 19-25 years range.
He is therefore less likely to be a fellow student of Cheri Jo Bates, but likely to be in an age range that still connects to the school and educational environment, with significant older-than-victim age range possible if the killer would be a teacher, other school employee, worker, supplier, or similar.
If the killer has not been lying or theorizing, he either went to high school in the area and knows a brunette from high school from that area, or otherwise was not territorial with his intent to kill. If the killer went to high school, he must have been in the age range of 14-19 years when he experienced the rejection from the brunette.
The educational level of the killer is likely to be at least high school graduate and presumably higher.
Vintage hair color research turned out that in the mid sixties, (some) people distinguished between the hair color of women with dark brown hair, calling them “brunette”, and women with lighter brown hair, somewhere between brown and blond, calling them “brownette”. There have been even special brownette Barbie doll series at that time. Apparently, with the word “BROWNETT” the author has been referring to a female with light brown hair.
